We are going with SPD in jan. I am using an activated AP and DH is upgrading a 1 day pass from a previous package. We are saving our park tickets from this pkg for our 2016 trip. Will we be able to purchase the dining plan if we don't need park tickets?

Are you asking about purchasing a dining plan on your future 2016 trip? Unless Disney changes the rules, you have to purchase at least 1 day tickets for each person 3 years and older in order to purchase the dining plan (2 day tickets for free dining) which sounds like what you did since you have a 1 day ticket from a previous package.

Currently AP holders and military ticket holders can purchase a ticketless package and DVC members can buy the dining plan without tickets. There is also a promo at this time offering a ticketless package that include the dining plan, but you have to call to book it and I don't know if it would apply to a 2016 package.

Depending on where you are staying and how many on your reservation have you looked into a room rate discount rather than SPD? Since you have an AP you could book a ticketless package with the AP room rate and a paid dining plan.
 
I would think that since you are purchasing tickets with this trip (to be used at a future date) the required purchases will have been made. The use of the other tickets would need to be added to your magic bands and I would check with guest services to make sure the "new" tickets are not being accessed but the AP and the 1 day ticket from a previous purchase.
 
You'd need to purchase your room reservation as a ticketless package. (Assuming you are asking about purchasing tickets on the 2016 trip)

Unfortunately, this is not so. The tickets they are purchasing for this trip are part of a discounted package and would not qualify as tickets purchased for another discounted package.
 
You can do a room only reservation and then add dining which then makes it a package. You do not need to purchase tickets. I do it for my clients all the time!

If I book a room discount, I can still get Dining plan as long as I pay full price for it, right?

I'm under the impression you have to book a full price room to be able to add the dining plan, but I have seen one person claim they were able to add it to a discounted room.

You have to pay full room price for the free dining, not to add dining to a ticketless package.
 
If you can get a room discount that applies to a package (most of them do) then yes you can apply it to a ticketless package. And you will pay full price for the dining plan.

If you want a discounted package like free dining or Stay Play and Dine, there is usually a minimum ticket purchase required for those.
 
If you can purchase a ticketless package, yes. If you are not an annual passholder then you have to call to inquire about a ticketless package - you can't book them online.
