I was wanting to buy an AP for my mom, who is joining us in December. She has the same address, but is not on the account. Is there any way to do that ahead of time on the phone?

Yes, just call MS.

You will have to go to a GS though to activate it when she arrives and will most likely have to show your member card and she'll have to show an id with the same address.
