My understanding is that points are borrowed when you make a reservation that requires those points.

If you call MS to make a reservation (or send an email requesting one), the CM will borrow the points to make the reservation if you need them.

You can bank points using the member website but not borrow.

The only time points can be "borrowed" from the website is if you are making an email reservation that requires points from another use year other than the one you are booking in.

And in that case, all you are really doing is giving MS permission to borrow points to make your desired reservation.
