Can I book fast pass with Florida resident exchange tickets

Link the tickets to your MDE account. Once they are linked and your Dolphin reservation is linked, you can schedule all your FPs 60 days before your onsite stay.

I won't have the tickets, just the certificate to exchange for them at the parks

Voucher numbers can be linked to MDE. If that doesn't work, call Disney IT. All types of tickets and vouchers for tickets can be linked to MDE.

Yes, this is what we did at 60 days out so we could do FP+. We bought ours online, so they automatically linked to our MDE, but you could link any ticket that has to be exchanged at the gate for a "real" ticket.
