Is it possible to bank points and then rent them? (eg bank 50 from this year and add to my 50 from next year to be able to rent out 100). Thanks!

Yes. Renting points works just like banking points to make a reservation, because you actually rent the reservation and make the reservation when renting.

Banked points cannot be transferred, though.

Even though we talk about "renting points", you don't really rent the points. You make a reservation for someone else and they pay you so much per point for the points you used for that reservation, no matter if the points you used were banked, current or borrowed.

As the previous poster stated, if you are asking about transferring your points to another member then no, you cannot transfer banked points.

Sure. It's best to be renting points that are not banked or borrowed and early in the UY. It gives you more options and protections. I'd suggest you advertise the points for rent and only bank them if you didn't rent them or if you are approaching your banking deadline. The first year you might be better banking and trying to rent early in the UY than not banking and renting later in the UY. Then once you get a firm commitment you can bank or borrow if needed to complete a given reservation.
