Can Florida residents buy WDW tickets for non-residents?

As it looks now, our next trip to WDW will be in 2019. My in-laws are retiring next year and planning to move to Florida. If they do, would they be able to purchase tickets for us (me, H, and kids)? Is this against any WDW policy?

I'm asking now because of the pending price increase in tickets. If the in-laws could (legitimately) buy Florida resident tickets that we non-residents could (legitimately) use, then it doesn't make sense to buy tickets today before the price increase.

Adults no.
Grandchildren yes BUT they also have to go to the parks with kids and prove their residency.

No, not legitimately. Kids can get away with it because they can't really verify residency, but that doesn't make it legitimate.

It was the CM at the gate while buying tickets who told me I can put Niece under my FL driver's license. It's allowed and legit to buy minors tickets under a FL residence price if the FL resident is there with them. My brother was about to pay non-resident prices when she told us.

When you purchase Florida resident tickets they check your ID, that is why they can do it for kids but not adults.
