Yes. You will be directed to wait in a certain line. The CM will put up a ramp for you. You go forward up into the car. Don't go too fast or too slow -- just medium speed. At your exit, the monorail door will open but you must wait for the CM to come and put up the ramp for you. You back out, moderate speed. It seems a little scary at first, but it's really OK. You will feel better after the first time. If you are really reluctant, and you can walk onto the monorail, someone else in your party could get the scooter onboard for you.

Post #8 of that thread has information about ECVs on the WDW transportation, including the monorails. There are some pictures that show the ramps that are used to get into the monorail with an ECV.
