Can DVC members purchase dining vouchers for an upcoming Grand Californian visit that is already booked?

Disneyland does not have dining vouchers, unless you count the prepaid "character meal" voucher you can get at a lot of package provider like GetAwayToday. Depending on the time of year, those may not be a good value, either, so you have to do the math before you purchase them.

Yes. 10% at all QS and sit down restaurants.
