Can Developer Points Be Sold or Transferred?

If I make a reservation through MS in my name, then decide to make the developer reservation in a relative's name or anyone else's name for that matter, does MS charge a fee to change the name from the initial reservation?

No, there is no cost to change the name on a reservation - Developer Points or otherwise. A reservation made using points may be in anyone's name. You cannot transfer Developer Points to another member, however. They must be used within a year to make a reservation.
