Sorry don't meat to be yelling but it is only offered to US residents and for as long as I had been lurking on here and now posting I think this gets asked about once or twice a month LOL...

I think Canadian banks are under the same restrictions about selling financial services to non-residents, but we don't have Disney, so no one is beating down our doors begging for Canadian credit cards!

We lived in the US for a few years. I transfered my major Canadian cc's to the US and still used them with no problems. They were more than happy.
However you are right about US bank visa's/Mcards. They don't allow Canadians to have a US cc unless you have a US address and social security number.
Interestingly the department stores do. I still have and use my Macy's and Kohl's cc
