Can anyone help with iCloud photo sharing?

I don't know if this is the correct forum to post this. But I do rely on all my DIS friends to help with everything Disney and non-Disney. I'm trying to set up iCloud sharing on my PC, and I've hit a wall. When I open iCloud, the Photos field is grayed out and unselectable. I'm trying to set up so I can share (perhaps even automatically) the photos I take on my iPhone to my PC. I often run out of storage on my phone. When I try to open iCloud or iCloud photos on my PC, I get a message that iCloud is not enabled. Frustrating. Any ideas? Thanks.

I don't have an iPhone, but an iPad (I'm a Windows phone user). On my iPad you have to turn on the option in the settings menu for it to upload to your cloud stream. Then I can view it on my iMac in iPhoto. It does not download the photos to my iMac this way, they are still stored on the cloud. The only way I've looked at them on the PC is using the iCloud site in my browser.

There is probably a better way to do this all, I'm just not a big user of iCloud. I use Dropbox and Google Drive to share.
