Can anyone go to Magical Beginnings?

I've heard about the MK opening early several days a week for those with younger children to experience most of Fantasyland attractions without the crowds. Is this for all resort guests or only those with kids under a certain age?

From what I have read from the disney website it is for all resort guests but only Fantasyland is open....sounds like fun actually!
