No, 3 FP+ per day for one park that's it ..ride again or before by getting in standby line

No. I heard a CM say that at the Fast Pass line, when you scan your Magic Band, the first machine confirms you have the Fast Pass. The second machine takes it away, so you can't use it again.

interesting about the function of the second scanner. I thought that it was a backup to deter people who jump the first scanner.
