Camera recommendations for <$250?

Our 22 yr old DS is traveling abroad to Germany next semester. We thought a nice digital camera would be something he'd enjoy. Does anyone have recommendations for a digital camera under $250?

Check out this review on CNET. I love love love my canon sx260. Took it on 2 cruises now and the pictures are great. Love the features and ease of use. Amazing zoom and nice HD video quality.

Only thing I don't like is the placement of the flash. Until I got use to it my finger use to block the flash from popping up.
