1. Yes. you will see children because the lounge is also the area where those with reservations are waiting to be seated.

2. Since you are asking about the lounge I am guessing you do not have a reservation for CG. If you are up there you will be able to see the fireworks, but... if this is for your trip between Christmas and New Years, that is the busiest week of the year and many others will have the same idea of going up to there to see the fireworks. If it is full, those without reservations will not be able to go up. As a backup plan if you are at CR, there is a fourth floor deck that is open to everyone.

Another option is to go earlier in the evening before fireworks (when the lounge opens) as it's usually easier to get a seat. Save your receipt and they'll allow you to come back up about 15 minutes before fireworks to watch from the viewing decks.
