I concur. That is your best bet. Here is a photo taken from the 1100 loop. Don't worry about the standing water- it probably won't be there (this photo was taken after several consecutive days of heavy rain). You can see the site post for site 1109. The sites just up from this back up to the cabins.
Make your reservations for your group at the same time, and request the 1100 loop for the campsites and 2100 loop for the cabins. You will be told that they cannot guarantee anything, just note your request. You should also call or fax the front desk of the fort the week before you arrive to reiterate your request.
As long as you book far enough in advance, this should work out for you.
And, I will mention that there are two cabins on the 100 loop, but you cannot reserve those. It is possible to be assigned to these cabins, but that assignment is only accommodated based on availability at check in. I would not make plans based on the slight possibility that you could be assigned to one of these cabins.
