The free breakfast definitely should not a deciding factor, (Sara*s_Mommie is right about that!) We stayed at the BWPPI once, and the breakfast was very very stale.

I'm sure you're safe with cold cereal, but toast was bad, so were the pastries (ick!) I didn't trust the picked eggs. The breakfast area is located right upstairs of the very poorly reviewed Captain Kidd's.

we ended up eating at McD's for breakfast most of the time.
The rooms were dark (as in, not enough light at all) and not very cozy.... not nearly as nice as Hojo's rooms.
(The beds were only double, not queen like Hojo's, and not NEARLY as comfortable as the Hojo's pillow-top

heavenly bed.)
BWPPI also did not have an in-room safe (safety deposit boxes, small, are available at front desk but not guaranteed. If you lose the key you have to pay them for it!) That is a big deal for me, being able to feel good about the in-room safe. (Free at Hojo's.)
I felt more safe at Hojo's, (hotel, not motel) and the walk is around 4-5 minutes longer to and from the parks I would say, which is easily do-able.
The swimming pool and splash play area at Hojo's are far above and beyond what you'd get at Best Western PPI.
It was clean enough at the BWPPI, no real problem there. Our key for the door didn't work so they came in when we were there and tinkered with it for an hour or so while we wanted to go and eat supper. We also had trouble with the phone, and had to get them to come in to repair that.
Our Stay at the BWPPI was back in 2005. We have only ever stayed at the Hojo's since. and plan on doing so in the future. 20-some years ago we stayed at the Anaheim Resort Plaza, and it was fine, but I prefer the comforts of Hojo.
Somehow, it just feels like home.
I think generally people find the BWPPI 'o.k.' to stay with but you will likely find their rates quite inflated due to the fact that they are a close (2-3 min. walk) to the main gate. With Hojo's coming in at a 7-8 min. walk and with us being able to grab a snack at McD's on the way back, we love it. True, you can grab a snack from McD's and head back to BWPPI but it isn't on the walk home (as in, back to the hotel.)
Read all that you can about the hotel, and do searches on the boards. I don't think you'll go wrong with whatever decision you make.
