I'm not sure if the NBC side of the house works like the Comcast side, But I'll tell you what I've done.
1. You can easily go up to the Guest Services booth to purchase the discounted tickets. (I dunno if you can also easily get the discounted tickets from the regular booth). They will need some info to verify you qualify for the discount like an employee number or work ID.
2. At least on the Comcast side, Even when I personally haven't been able to travel, I've been able to get the discount for my fiance and her family/friends when they've gone. All i had to do was email the internal department that handles the Universal Discount and give them some informaiton on the person who will be down there and their travel dates and they were able to use my discount to purchase the tickets.
3. I think the limit was something like 6 tickets (some as the AP discount) per day.
4. If all else fails, I know on the Comcast side there is an intranet site we can go to with details on all the employee discounts/perks and for the Universal stuff there is an email address we can contact for specifics. You might suggest your friend have her Husband check on the nbc intranet site for details. I'm going to assume our discounts are similar, and if so, It's a VERY nice discount on tickets and worth looking into. (There is also a onsite hotel Discount that is quite nice as well)
