buying stroller tickets outside of the gate

my brother is at wdw right now & was surprised to see a CM selling stroller rental tickets from a cart near the boat launch outside of the gates at MK on Sat. He bought his tickets for his length of stay there so he wasn't looking for carts at other parks but i'm wondering if that's what they're doing now at MGM, AK, & Epcot too? is this something new & is it being done everyday, at least at MK? i'm really excited about this b/c it'll save time, esp. at MK, since the line can be long when you're initially paying for the tix.

When we were there two years ago there was someone outside of MK each morning we visited for the stroller tickets. I didn't notice it at the other parks.

We just got back a few weeks ago. There was a cm outside of the Magic Kingdom one day we were there but not on all of them. This wasn't offered at any other parks. I think (?) the day it was offered was a weekend so maybe during nonpeak times it's only on the busier days.
