My husband and I are thinking about buying DVC points. When we were at Disney last year we both thought we had scene signs around the area where they try to get you to buy that started they were discounted. Is this true? Is it cheaper to buy while on vacations compared to buying on the phone or Internet while at home?

I know they offer some incentive on cruises, but other incentives usually are same at the vacation or at home.
 
You have to live in a jurisdiction where Disney is licensed to buy from home.

I recommend that you spend some time reading through the purchase threads here on the DIS prior to buying.

They do create promotions that try and reel you in while on site. Others may follow but the best thing that can be suggested to you is learn everything about DVC before buying. So, your post is a good start. There is much to know including understanding the resale market option (which is the most inexpensive route by far).

For many resorts resale will be roughly half retail. Just spend enough time to educate yourself, usually it takes about 6 months of active investigation.

Do yourself a favor and research the pros and cons of a 'resale' purchase before buying directly from Disney.
