Buying extra food at TS Rest's while on dining plan?

Can you buy additional food while on the dining plan at a TS rest??? I will be going in Feb and since they did away with the appetizer, I wanted to know if I can still purchase one as well???

You receive a seperate bill and can use cash, CC or charge to your room.
