That's exactly what I do when friends bring any $'s back. I work out the buy back rate at the bank or travel agent and I offer them a better rate and everyones happy.

Came back with loads of dollars and once exchange felt slightly cheated, although obviously we wasn't. But, definitely got £250 less than we had anticipated.
I would avoid doing this at all costs. Either use them for another trip or sell to a friend. If not go back to the place you exchanged them at as they'll usually do it commission free.
Definitely buy them off your friend! You could buy them from her at the current exchange rate or what she paid for them - but you'll both do much better out of the deal than her selling them back to an agent.
