meaning are you still able to use your points at other resorts besides the home resort
I asked a lot of the same questions as I'm in the middle of buying resale now. It was recommended to me to stay with the same use year and I agree with that. You can always buy more points either direct from Disney or another resale contract and I believe they merge them under your same member number.

if you buy resale, you cannot trade your pts for disney cruises, disney hotels, or adventures by disney tours. there are also a handful of fancy hotels like the hotel del coronado in san diego that are not an option for trades out of the DVC system. none of those are a good deal financially, anyway.
resale takes longer to close but everything else about the membership experience is the same if you buy resale. (except the price.)
resales can trade for other timeshares through RCI. (although that is not a good deal financially either.)
resale owners can add-on directly through disney (at a higher price, of course) and they can also get up to 24 one-time-use pts at 7 months out to complete reservations, under certain circumstances.
resales can book other DVC resorts at 7 months out, but at certain times of the year, that can be limiting...most of us will tell you NOT to buy HHI or VB unless you plan to stay there on a regular basis. instead, you should at least buy where you don't mind staying. if you buy HHI and expect to get VGF every year, you will likely wind up disappointed.
there is a ROFR thread on this forum. it should give you a ballpark number (although you always have to adjust for stripped contracts (that don't have pts coming until 2015 or 2016) compared to loaded contracts (that include banked pts from the prior UY). also, prices seem to be trending upwards recently, so the prices are only a guideline...ultimately, you buy a contract for whatever the seller is trying to charge that intersects with what you are willing to pay.
take some time to do more reading on these forums to make sure you understand UY and planning in advance before you commit to buying a contract...there's no rush...

There are several facets to this issue. You need to learn enough to know if owning DVC is right for you, it isn't for everyone even if they go to Disney routinely. You need to learn the limitations of owning outside WDW to use for WDW and the differences between retail and resale. You also need to know that the contract must go through ROFR meaning if the deal is too good, Disney will take it under the terms you agreed to. There is not way around this in this situation and in case someone were thinking about it, it's illegal to agree to one set of terms and put another on the contract.
Personally I wouldn't buy HH until I planned to stay there routinely. I also feel that NONE of the options you lose buying resale (DCL, etc) offer any value to speak of and as a rule, Disney forcing you to think of buying without these options is really doing you a favor.
Given that you're not going to get a sweetheart deal with ROFR, IF buying in at all is right for you this option likely isn't. Plus the higher fees of HH along with being at the mercy of the 7 month window is not appealing for most.
