how do you go about "buying in" with 50 points, I read it takes 150 from disney?
do sellers of dvc properties sell on contract sometimes? Do more present properties go up for sale after dis announces plans for a new one?

The only way to buy 50 points to start is to buy a resale through an outside company like the sponsor of this board. You have to find a member who is selling a contract of 50 points. A contract cannot be broken up by an owner, only by Disney. Smaller contracts like these for sale often do not make the websites because they sell so quickly. So you need to contact a resale company and tell them you are interested in buying a small contract.

You can contact your DVC sales agent. They do have a small contracts at times and they will take your infor an call you if something comes up.

This will only work if you are already a member. The OP was looking at joining DVC.

Only those already DVC members may purchase less than 150 points from DVC directly. That was the situation in the link provided. DVC members may purchases contracts as small as 25 points as add-ons to their master contract. The add-on will be in the same Use Year but may be at a different resort.

For someone making their initial purchase, resale is the only avenue available to purchas fewer than 150 points. It's often helpful to call the resale brokers and get on their contact list for smaller contracts. Many of those listings never make it to the websites since they are purchased from these contract lists.
