I saw this from Dreams unlimited. in the fine print, it says: good only for regular operating hours.

does that mean that you can't use it for early entry if you are staying onsite?
 
early entry is a perk for all onsite guests.

if you stay onsite, you show your hotel key and are allowed early entry.
hotel guests have a separate entry to the park when early entry is in going on.



the park ticket has nothing to do with early entry.
 
The buy 2 get 1 is also offered directly from the universal orlando website as well.

I think the reason for saying that is to EXCLUDE events like Halloween Horror Nights. Those are not regular park hours. You need special tickets for that.
