I find that people are always sitting on the benches at the moderates because there are no lines. At Pop, people feel the need to enter the queue, even if there is virtually nobody in line, so quite often, the benches remain empty.
Definitely-we find a Bench in the shade and sit there until the number of Guests in"our" line is approaching the number of seats on the Bus and then get in the queue so we will have a seat.

In the mornings at park opening the queues often have quite a number of people in them. If I sit on the bench I won't get on the next bus. Midday I assume there are very few people in the queues but then I wouldn't know as we're always gone by then!

It really depends on how many buses arrive for a particular park. Being able to see the wait times at bus stops or on the app has been helpful as well. If the queue starts to fill up, we get in line. We don’t mind standing on the bus, so that helps. I’d rather stand on the bus then wait in line in the queue in the hot sun or pouring rain.
Thank you all so much for the insight, tips, and ideas. We decided to book POFQ! With walking being such a big deal we figured it was the best choice!!! Now begins the planning!
At the end of the day in the park you can ask for a courtesy wheelchair that you can use from the park exit out to the bus stop. We had to do this at the end of the day at Epcot and AK (very far bus stops for Pop) due to an injury flaring up by the end of the day.
