U.S. to create North American command zone

WASHINGTON - U.S. Secretary of Defense Donald Rumsfeld revealed plans Wednesday to establish the Northern Command, a new military zone stretching across North America, including Canada, the U.S., Mexico and the Caribbean.

The 2002 United Command Plan will establish the zone on Oct. 1. Rumsfeld said the Northern Command, or Northcom will complement existing Pacific, European, Central and Southern command zones.

Rumsfeld said Northcom will take over homeland defence and will prepare battle-ready joint forces to defend the United States from attacks from abroad.

For the first time, tanks, troops, planes and ships will report to a single headquarters to defend both the United States and the North American continent.

The establishment of the new zone means every part of the globe will be covered by the U.S. military, he said.

Northcom will be based at Peterson Air Force Base in Colorado Springs, Colo., along with the North American Aerospace Defense Command, or NORAD.

The Northern Command will be headed by Air Force General Ralph Eberhart, the current commander-in-chief of NORAD.

Unlike NORAD, Northcom will be made up of American military personnel only. No Canadian forces will be assigned to it.

OTTAWA - U.S. troops could find themselves on Canadian territory helping police and firefighters deal with emergencies under a new pact signed by the two countries.

The new accord says that soldiers from either country could cross the border, but would then be under the command of the host country.

Defence Minister John McCallum said the pact recognizes that threats such as those posed by terrorists or biological agents don't recognize international borders, and continues a long tradition of Canada-U.S. co-operation on dealing with common threats.

The agreement creates a new binational planning group that will draw up plans for deploying military and civilian forces in the event of emergency, including terrorist attacks and natural disasters.

The armed forces would be called in to assist the firefighters, paramedics and police who would be on the front lines of any emergency response.

The planning group will be headed up by Canadian Lt.-Gen. Ken Pennie and include 15-20 military officers from the Canadian and American forces. A number of civilian officials will also be included, McCallum said.

Pennie is currently deputy commander of the North American Aerospace Defence Command, or Norad.

The planning group would co-ordinate joint maritime surveillance, intelligence sharing, and military exercises.

McCallum and Foreign Affairs Minister Bill Graham insisted the plan protects and enhances Canadian sovereignty rather than posing a threat to it.

"The planning group … (puts) Canada in a position to work with the United States on plans to defend North America, plans the United States would otherwise be developing without us," McCallum said.

U.S. forces would only cross the border if Canada requested them, and they would be under Canadian operational command. The planning group would have no forces at its own disposal to deploy.

"Nothing would happen without the go-ahead from the national capitals," Graham told CBC Newsworld.

Canada's air force is already closely integrated with the U.S. defence of continental airspace under Norad.
 
Didn't even think that was arguable...the Canadian armed forces aren't what they used to be. This bothers some Canadians too, not just US warmongers.

WASHINGTON (CNN) -- NARAL Pro-Choice America said late Thursday it was pulling a controversial advertisement in which the abortion rights group accused Supreme Court nominee John Roberts of "supporting violent fringe groups and a convicted bomber."

The decision to withdraw the ad came after Republican Sen. Arlen Specter of Pennsylvania, the chairman of the Senate Judiciary Committee, sent a scathing letter to the group, calling the 30-second ad "blatantly untrue and unfair."

The bombing shown in the video occurred seven years after Roberts filed a legal brief cited in the ad, according to Annenberg Political Fact Check. The non-profit group added that the brief also dealt with abortion clinics' ability to use an anti-discrimination statute against anti-abortion demonstrators.

In a response to Specter, National Abortion and Reproductive Rights Action League President Nancy Keenan wrote, "Unfortunately, the debate over that advertisement has become a distraction from the serious discussion we hoped to have with the American public.

"We also regret that many people have misconstrued our recent advertisement about Mr. Roberts' record," Keenan said.

She told Specter the group "will continue to educate the public about the threat we firmly believe Mr. Roberts' elevation to the Supreme Court would have on American women's reproductive health and, ultimately, their lives."

The ad is being replaced, Keenan said, by another that "examines Mr. Roberts' record on several points, including his advocacy for overturning Roe v. Wade, his statement questioning the right to privacy, and his arguments against using a federal civil rights law to protect women and their doctors and nurses from those who use blockades and intimidation."

The original ad aired on CNN, which also ran an ad supporting Roberts' candidacy by the Progress for America group. The NARAL ad had criticized Roberts, saying he had "filed court briefs supporting violent fringe groups and a convicted court bomber."

"America can't afford a justice whose ideology leads him to excuse violence against other Americans," the ad said.

Specter, who supports abortion rights, urged the group to cancel the ad because it "unfairly attacks" Roberts.

"In our free society, anyone can speak out as they choose on any subject. I am concerned that the Roberts nomination, or others to follow, may provide an occasion for such advertising to get out of hand," Specter said. "The NARAL television advertisement is blatantly untrue and unfair. ... "

"May I also suggest that the NARAL advertisement is not helpful to the pro-choice cause which I support. When NARAL puts on such an advertisement, in my opinion it undercuts its credibility and injures the pro-choice cause."

President Bush nominated Roberts, a judge on the U.S. Circuit Court of Appeals for the District of Columbia, to fill the Supreme Court seat of retiring Justice Sandra Day O'Connor. The 50-year-old appears to have wide bipartisan support as he heads toward the confirmation process.

During the Reagan administration, Roberts was a special assistant to Attorney General William French Smith and later served in the White House counsel's office.

In the administration of Bush's father, former President George H.W. Bush, Roberts served as principal deputy to Solicitor General Ted Olson, whose job was to advocate the administration's legal position in court, including before the Supreme Court.

NORTHCOM is not the pact I'm talking about - that is a relatively new command. The joint defense I'm talking about has been in place for decades. And if Canada doesn't need it, they why are the world are they part of it?

You know what even funnier? The fact the you think that my assumption that you listen to Rush is off the wall and utterly ridiculous, but you quote Rush wanna-be Matt Drudge all of the time! Now that's pure comic genius!! So I guess in your view, Rush = conservative quackery, but Drudge = hard hitting even handed investigative reporting.

I quote Matt Drudge all of the time? Really? How about an example? FYI: Yesterday was the first time I've been at Matt Drudge's site in months, and as always, I went there to see if what someone claimed was there really was. So I'll be waiting for your examples of where I quote him "all the time".

So let's see those "all the time" quotes that I have from Drudge...or are you going to continue to try to cover the fact that you stated something that is patently untrue?

I even helped you out LOG - did a search on my username and "drudge"...grand total of three posts, all from yesterday, and none of them quoting Drudge.

My number one choice? Not at all. But I do listen to it every now and then, because it never hurts to hear the other side of the argument.

You should change your name to Laugh O. Minute. I didn't quote Drudge yesterday or ever, for that matter. I did go to the site yesterday, because someone said that there was something there (or not there, to be more specific), and I went there to see if what the poster said was true. As I expected, given the poster, it wasn't. And it wasn't a conservative poster, it was a liberal poster.

So where did I quote Drudge yesterday? Go ahead, keep digging that hole for yourself...
