Bush Gardens fun card, residents only?

Does anyone know if non-residents can use the Bush Gardens fun card? ie pay for a day, come back for the rest of the year. We're sort of residents because my DH is active duty for the year in FL.

above is the link for the fun card.. it is for FL & GA residents. I am not sure if they consider the entire family as residents that is a really good question.
