Bulk party supplies/decorating ideas?

I am coordinating our marching band banquet and I need to find some paper placemats. It would be great to get them in our school colors. Does anyone have a good place to buy bulk paper supplies like these? I checked at Party Warehouse and they have them in packs of 25 but I need 500+.

Also, any decorating ideas, very simple, for the banquet. My idea now is to put a placemat every so often on the tables with a pile of candy. I don't want to do confetti or anything messy. I also don't want to spend much money on decor. It will be in the school cafeteria, catered by Famous Dave's so pretty casual.

We have Sam's Club, no luck there. I thought I would at least find plain white ones but no go there.

I found the same 25 pack of placemats for 99 cents each. They were $2.99 at the Party Store. That helps with the cost. I have been trying to find some instrument cut-outs, large ones for the walls or to place on the tables as 'centerpieces' but not much luck with those. These could be reused each year too.
