The Disney site uses the same 35-60 range for many restaurants. It's just an indication of what level it fits in. California Grill is also in the 35-60 classification, but it's quite possible to spend $80 or more on a three course meal.
I do think Disney need to provide more information for buffets, as full service meals have menus with prices up.
Part of the problem is that prices change with the seasons. During busier times of the year they charge more for the same buffet. Also the range can cover breakfast, lunch, and dinner time. Breakfast is typically cheaper than lunch and lunch may be cheaper than dinner.
