Budget rental question

Please tell me if this has happened to anyone else? I have been checking on prices of rental cars through Budget. Just entering my dates, I end up with a price of $113.99/week for a Ranger Truck (this is the only price I can remember off of the price of my head) but when I enter any coupon code through from my entertainment book (1 free upgrade, save 20% weekly rate, or $25 off weekly) the price for the truck comes up as $119.99/weekly, along with all of the other cars being a higher price. Should I only be attempting to use these coupons over the phone??

Different coupons and programs set off different rental codes with different rates.
They are intended to be used either on the net or via phone, the rates are most often higher over the phone.
 
I've encountered that problem with the Entertainment coupons -- they're discounted off a high "rack" rate, so the real savings is small to none. I've had the best luck with AAA discounts on Hertz, or Costco.
 
I also have done VERY well with AARP. There are so many codes out there, you could spend literally hours finding the "best deal".
