What is the difference between CC5 and ZC5 for the Budget rental location in Port Canaveral?

They both have the same address but the rates come up with different amounts.

Here is the official answer:
CC5 offers shuttle service from and to Port Canaveral, this location is for cruiseship passengers only. If you are a cruiseship passenger you must use CC5.

I found that CC5 was $9.99+tax more than ZC5 for a one day rental from CC5 to MCO.
