Technically, they could use the current phone lines to carry a DSL signal and set up the wall jack with two ports, one for phone (with a DSL filter) and the other would be used to connect to an ehternet connection on your laptop. You could still control security within the IT dept. Or, like some hotels, run it through the TV. WDW has to catch up to that though, i.e. room balance, rapid check-out, PPV.

Phone systems use frequency shifting to allow more than one conversation to happen on the same pair of wires at the same time. A DSL signal can NOT go through a phone system.

Secondly, it sounds like you are thinking about a home set up. One where the log on is done by a modom, router or computer. Generally, DSL is shared through networks on Cat5 eight conductor network cable. While there may be a way to use home phone wires for a marginal network for two to four computers, it is completely unsuitable for sharing an internet connection throughout the resort.
