I know from other threads that I may be in the minority, but I prefer Minnie's. The food isn't the best (I think Storyteller's is the best for food), but the kids and I like it the best for the amount of character interaction and the variety of characters.
 
We loved Minnie & Friends! Tasty food, fantastic characters (many & such a variety), & a pretty setting. We did a 10am reservation so we had a couple hours to tour the park before pausing for breakfast.
 
Minnie's has the most characters, Storyteller's has characters you won't see at either park, and Surf's up has the best food (IMO)
 

Yep Minnie and Friends. You get the most characters and interaction. Food is not that great but it's edible and it's all about the characters anyway right?!
 
Storyteller's only has 3 or 4 characters. If Chip and Dale are still there, I just feel like I don't get my money's worth on the character front.

Surf's Up has good food and a nice selection of characters, but I prefer to do that on a non-park day.

Minnie's can drive you nuts because the characters aren't good at rounding the tables. You can see several out that never make it to your area. That said, it's my hands down favorite. Such a fun vibe, such a pretty restaurant.
 
Surf's up is our favorite. My son loves Stitch; he picked the place based on the characters. When we've gone it always seems less crowded and the characters come by more than once. I can't for the life of me remember the food so it must not have left an impression on me (good or bad).
 
I took the family of 11 to Minnie and friends a couple of weeks ago on a wednesday around 9:30. The food was just o.k. compared to surfs up but what made it all worth it was the amount of characters and the amount of time spent with them. Minnie, Tigger, POOH, Fairy godmother, Capt. Hook, Perla, Chip and Dale and Eeyore. The grandkids were so excited and with the amount of time they spent with each character it was like they had them all to themselves. Surfs up always seems kind of rushed but then again i have only visited there on a weekend.
 
We've been to Storyteller's and Minnie. Storyteller's has better food. Minnie has better characters. Last time we were at Storyteller's we only saw the two bears from Brother Bear. No Chip or Dale. I understand they want to go with the woodland theme, but, come on, two characters?
 
Every time I see one of these character breakfast threads, it seems like opinion is so very divided. Somebody swears up and down that this one is the best for food/characters, somebody else says it was "meh". I think it must really be hit or miss, as far as how good the food is, and how good the number of characters and the amount of interaction, depending on the day you go and how busy it is.

I've only done one once, Minnie, with DD13. It was fun, food was pretty good, but the characters didn't all get around. We just met Hook and Fairy Godmother. Then again, we weren't lingering, DD was eager to get back to rides, so I think we were only there 45 minutes.
 
Surf's Up! is great. It has really good food and Mickey is there! Can't beat that. Went to Storytellers last year and was disappointed in the food and the interaction. It just wasn't very festive or fun. Can't give you a review on Minnie's - never been. But Goofy's is also very good should you want to try that.
