We are traveling to WDW in late October. My son's girlfriend is coming with us. She is 17 and will turn 18 next May. Would it be possible to book a bounce back offer reservation with me being the primary guest and include her name on the reservation. Then next year, after she turns 18, take my name off and add her other family members?

You cannot change the primary name on a reservation. Any other name would not be a problem.

I assume I could not make a 17 year old the primary name when making the reservation...
That is something that I can't say for sure. On one hand, the girl will be 18 when she checks in and that's what matters. However, she will only be 17 when the reservation is made. So, she would not be able to make the reservation herself. I guess that the best that you can do is try and see what happens.
