Is the rule still in effect that you can only borrow 50% of next year's points? I need exactly 5 more points than half of next year's allotment. If I can't borrow them, I'll have to call and buy single-use points.

Suggestions or explanations? TIA

Nope back to normal full borrow.

In addition to borrowing (from yourself) you are allowed to transfer points from another member, but IIRC there are limitations on the frequency of barrowing points.

No frequency limitations on borrowing. Point transfers to/from another member are limited to one transfer (either in or out) per UY.

The only limitation on how many times you can borrow from a use year is that you can only borrow when making a room reservation, and when doing so you cannot borrow more than what is needed to complete that reservation, but otherwise no limit except that provided by total points still in the use year from which you want to borrow.
 
Thank you for all of the great information! Obviously, I don't borrow that often.
 
As someone who is almost always borrowing, I was super excited when that rule went away
