when points are borrowed, do the annual dues for the year being borrowed from have to be paid ?

Not at the time of borrowing. Dues are collected annually based on the annual allocation.

JUST REMEMBER borrowing is a FINAL TRANSACTION though. Not a negative, but BE CERTAIN. Also, borrowed points cannot be banked.
