I understand all about borrowing points from the next use year, but I am trying to plan a really nice BIG vacation with my sister and her family... we wanted a grand villa, but even borrowing my 2004 points ( which is what we saved points from this year to do) we are 16 points short.... can you borrow into the Next year ( ie technically 2 years out?) My use year is Feb. we are going Dec 30 '03 through Jan 6 ' 04 so I am asking if I would be able to borrow 16 points from my Feb '05 use year.

No, you can't borrow from Feb UY 2005 for a trip that will take place before your Feb 2004 UY begins. If your trip was after Feb 1, 2004, you could borrow from the next years points, but your trip is taking place within your 2003 UY, so you may only borrow from the next year's points. You may want to consider renting the 16 points from another member on the rent/ trade board.
 
With a little planning you can have 3 years points available.

In '03, you bank your '03 points, then in '04 you borrow your '05 points. Added to your current '04 points, you now have three years worth of points available at once.

For your present situation, renting 16 points will be the way to go.

Make sure you make the reservation right at eleven months, there is no other way to be sure of getting a GV anywhere.

FWIW, unless you already have a GV booked, the chances of reserving one now for 12/30/03 - 1/06/04 are very small. There are not a lot of 3 bedroom units and they do tend to book rather quickly. New Year's Eve is particularly difficult to get if you do not/can not call right when the 11 month booking window opens. For Deceber '03, the 11 month window opened last January and the 7 month window opened this past May.

You may need to postpone your big family trip until 2004 so that you can book at the 11 month window. With a February use year, your 100% banking window closed on July 31, so if you need more than 2 year's worth of points, you may have to postpone the big trip until December, 2005. That way, you can bank all of your 2004 points into 2005, use the 2005 use year points and borrow from your 2006 use year points.

Keep in mind that if you only need a few more points on an occasional or one time basis, you have the option of renting them from another DVC member. To do that, you post your request on the Rent/Trade Forum. Currently, the price averages $10/point. Another member could transfer the "rented" points into your account. As an alternative, another member could reserve one or more GV nights in your name and MS could link the "rented" reservation to your reservation.

Again, booking a GV most often requires calling early in the 11 month window. IMHO, you would be very fortunate indeed to get one only 4 1/2 months in advance.

Turns out my sister's family can't go :(
But still, I now know something I didn't know before.
I could still bank my points from 2003 as I don't have 100% of them left.

It seems that as long as you still have 16 points left, the '04 trip is still possible. Bank this year's, all of next year's and borrow as many of '05's as you need.

Book at 11 months, for the GV, you will likely need to make day by bay reservations.
