If I book a trip now for May 2003 will the rates stay the same regardless if they have a price increase?

No, unfortunately your rate will increase to match the rate for 2003, whatever that may be.

I believe the 2003 rates are already out. Im pretty sure I saw them on a website, but I cant remember which one it was! If I remember right they did go up slightly

Yes, the 2003 rates are out. I booked March '03 a while back and they just sent me a new confirmation with the new rates. Up slightly from 2002.
