Can I book a package with a one day ticket and room and then two weeks out add the dining plan and more days on the tickets???

Yes.
As long as you initially book a package with 1 day tickets you can call and add on the Dining Plan up to 3 days before you arrive. You can upgrade your tickets to whatever you need when you check in.
