Booking Only 1 or 2 Advance FP Reservations

I apologize if this has been asked and answered already, but I can't find the answer. How does it work if I only book one advance FP+ at a tier 1 attraction in HS? If I get to the park and use the FP+ at TSM, for example, when I go to book another in the park, are all tier 1 options available to me, or do I have to do two tier 2 attractions before I can book another tier 1? Thanks!

When staying in one park, you have to use all 3 FPs(or let 2 expire) before attempting to book another Tier 1.
