Can a person who is not listed on a reservation(but is staying on property) and who does not have flights yet, book a reservation on magical express ? Bag tags are not an issue cause they will have a small carryon, but rather they want the round trip ticket from the airport to BWV.

you must be listed on a WDW reservation to book ME.

All resort guests must be registered for a stay at a Disney resort. As mentioned, you can't use ME if you are not registered. You also cannot take advantage of EMH if you do not have a room key, so keep that in mind for this unregistered person, as well.

Also keep in mind that if Disney finds you have an unregistered guest in your room, they can ask your whole family to leave. Your reservation becomes null and void.
