Midnight eastern time (well, pre-covid it was, don't know if that's still true).

A few weeks ago, I was able to book dining/onboard/port adventures at midnight (EST) for my Dec cruise.

This. You are already “registered” for the main dining room - either early or late. That is done when you book the cruise. DCL does not have “my time” dining.
