Booking flight with Delta miles

Hopefully this is the right place to ask, if not, please let me know where! So it looks like Delta changed their policies for booking with miles and cancelling. They now allow redeposit of miles without a fee. Or at least that is what I got out of it. Can anyone confirm? So if I book a flight for Nov 2021, and later that flight is available for less points, could I rebook and get points back (like with SW miles)? I want to make sure I understand all my options before booking becomes available!
 
I fly Delta and the new policies they implemented are great for me.

No fee to cancel.
I rechecked their website and you can get your miles back if you rebook
No idea if there will be any changes once covid no longer interferes in personal travel.

Call Delta to verify as you are concerned about flights November 2021 that may drop in fares.

Thanks! I did try to chat with them, and the representative said I would get points back if I cancel, but he didn't think so on if I rebooked due to lower price. That's why I figured I would ask here :). Do you know if they have a timeline on that, like only good for cancellations though xx date? Usually I wouldn't book this early, but if I have the option to keep rebooking as points per flight drops, then I might!
 
If you book and cancel, you can rebook again for that flight if you see a price drop.
Do so if it is a price you can live with.

I did that for my sept/October flight this year

But your question is for 11 months from now.
I have no suggestions as delta flights and policy always possible to change

When I book with miles, I do so at about 4 months out.
I have seen prices drop a month out from the dates I have set up but the flight times I needed were not available.
