We will be on board in November, but have already scoped out our next cruise, the following October. If we book now, while the prices are lower, can we transfer the discounts from the OBB?

Onboard booking discounts/perks are only applicable to new reservations. At the prevailing price.

Your best course of action is to go ahead and book the room now. Then, once onboard your cruise, "reshop" the reservation. If the prices haven't risen enough to negate the savings with the discounts/OBC, then you cancel and rebook. If the prices have risen too much, you've already gotten the best price you're going to get.
