Bolt movie question

Lot is one of my favorites and I've searched for the answer to this and I can't find it.
The scene when Penny picks Bolt as a puppy, is that supposed to be part of the tv show, or was he her dog in real life and they both were cast in the show?
I don't know why, but it bothers me that I don't know that.

From watching the movie 2,000x with DD4, I assume she bought the dog and then they were cast in the TV show.

I always saw it as a part of the show and that it was the character that picked Bolt out. This was because it immediately went into another show scene. Bolt was not originally Penny's dog, but was a studio dog.
