The Beast is the only character at BOG. You will have your dinner and then meet the Beast on your way out.

1) You can see The Beast on your way out of the eatery (AFTER you eat) - he DOES NOT circulate among diners.
2) Belle is not at the eatery.
3) BoG was not set-up as a character meal, and has held to that premise.
