I'm not sure about the exact times. I'm guessing that the boats begin running one hour before park opening.
As for closing time, I think they also run for one hour from closing time, or until everyone in line at the park is picked up.
The WL usually shares a boat with Fort Wilderness. That might not be the case first thing in the morning, but i don't know for sure.
At night, when we were there, the boat always went to both resorts.
During the day i think they're supposed to run every 20 minutes. But i don't remember ever waiting that long between boats (when we would walk up just as a boat was leaving - it seemed as if we waited about 10 minutes).
