Boat from DHS to EPCOT

Can I make a 2:30 Via Napoli reservation if I leave DHS by 1:30 and take the boat to EPCOT?

I would say yes as well. Those captains do a fabulous job of loading and unloading those boats!
 

I would say if you're leaving at 1:30 and see a boat leaving it would be better to walk. It should only take 20 minutes and it is quicker than the boat.
 
Most likely. But those boats are pretty slow and also stop at the Boardwalk area hotels along the way. If it were me, I'd allow a little extra time, just in case. (Especially if you end up having to wait for a boat.)
 
When the boat leaves DHS it will stop first at the Swan/Dolphin, then go to the Beach Club, then across to Boardwalk, and then finally to Epcot. I think you'll want to be on the boat by 1:30, not just walking out of the park. Also to speed things up you could get off at S/D or Beach Club and just walk, it's only a short walk from there to the Epcot dock and you'll probably save a good 10 minutes than if you stayed on the boat all the way to Epcot.
 
We have found that walking is quicker than the boats, BUT there are a couple of things to consider:
1) Almost all of the pathway is uncovered and has no shade. If the sun is beating down it can be a very HOT walk.
2) If you've been on your feet all day, you may have some sore pigs when you arrive at your restaurant after the added hiking distance.

While it can take what seems like forever for the DHS/Epcot boat to go from end-to-end, unless you'd have to wait at DHS for a couple of boats due to the line, or you've just missed a boat at DHS, I think you'd likely be OK to with that time frame to take the boat.

The boat takes approximately 30 minutes to travel from DHS to Epcot once it leaves the dock. You need a little time to get through the International Gateway and walk down to Via Napoli. I would estimate about fifteen minutes for that. You could walk from DHS to Epcot. It takes about 30 minutes to walk and it is a little over a mile. That would be an option if you just miss the boat. Make sure you stay on the BWI side and take the shortcut past the clown pool. :)
 
The ride itself is approx. 30 minutes. (yes, I timed it a couple of times). It's a nice ride. I wouldn't walk. It's a long hot walk in the summer. You'll have been on your feet all day.
 
If the boat is already there or you see it approaching then sure, take the boat. Like others have mentioned, there are a few stops along the way. Getting off at YC/BC will save you a little time. However, if there is no boat in sight and you are pressed for time, I would walk. I've done it and it's not bad.

I would definitely walk if. Walking is quicker and even though mostly all the walkway path is in the sun, it's not cool A/C in the boat. We took the boat for the first and last time last summer and it was brutal. It was hot out and it felt worse sitting inside the boat with no breeze or airflow at all.

If we go between parks now we just take the nice walk
 
If you walk up to the boat dock, and the boat is leaving, you could wait 20 mins for the next boat. Then 25 mins to Epcot. 5 mins to get off the boat and thru bag check. Then about 10 mins to Italy.
The walk will take about 25 mins...but it's out in the open, so can be brutally hot.
I would leave DHS by 1:00, that way you can afford to wait for the boat.
