Is it still the case that visiting other resorts without a dining reservation is a no-no, due to the pandemic? If so, does this apply to the shops at the Boardwalk?

We had no problem walking through Boardwalk to get to the gondola (took a bus to Boardwalk). Shops should be ok provided they are open.

It's only if you are driving in that you may have issues. Taking Disney transportation or walking to a resort is not restricted.

Have been at BWV the past week and Screen Door opened every day from 9am to 9:30pm. Boardwalk Bakery open, Pizza window open and Trattoria, but no other shops. Going to other resorts using Disney transport is not an issue. I went from Hollywood Studios to Wilderness Lodge the other day to have lunch by the lake at Geyser Point...I was the only person on the bus both ways. Took Skyliner from International Gateway to walk around Caribbean Beach and Riviera also. Might hop on a bus tomorrow from Hollywood Studios to CR to check out their shops. One thing I wasn't aware of before I got here this week is that they are not bussing from parks to Disney Springs. Have to get to Disney Springs via your resort bus.

We walked from Epcot to Boardwalk, ate lunch at the pizza window, wandered around for a while, then walked to Hollywood Studios Back in September, so I am sure that you can.

you just can't drive onto other property and park. you can still go to any property you want, just have to arrive via disney transportation, or walk.
